Building Safety Teams

Building Safety Administration Team provides direct support to the Building Safety Department’s other service teams. The staff in the teams are members of the Director’s team. This team:

  • Houses the Office of the Director and the Director’s Administrative Team
  • Provides guidance and administrative support to the department’s service teams
  • Provides coordination and support in all matters on personnel and budget
  • Provides leadership for the department’s community outreach involvement (outreach, events, and activities)
  • Houses functions that oversee the department’s management systems (technology, processes, policies, and procedures)
  • Receives complaints concerning buildings needing upkeep, unsafe buildings, structures, components of buildings, and building systems
  • Uses the provisions in the General Statutes to bring judicial actions against building safety violations

The Building Safety Director oversees all of the functions and operations of the department, and ensures that the service teams are strategically managed under the county’s model of good governance and core values.

The Permits and Development Coordination Services Team within the Building Safety Department:

  • Coordinates customer services for the New Hanover County Development Services Center
  • Reviews applications for permits, construction drawings and plans, and all submittal documents for compliance with state and local codes, ordinances, and regulations.
  • Issues permits, Certificates of Code Compliance, and Certificates of Occupancy
  • Coordinates the administration of the permit process as it relates to the reviews required by:
    • the City of Wilmington
    • Wilmington Fire Department
    • Cape Fear Public Utility Authority (CFPUA)
    • New Hanover County Fire Department, Environmental Health, Engineering Department, and the Planning and Land Use Departments
  • Schedules inspections
  • Coordinates the administration of trade permits for the City of Wilmington, and the towns of Carolina Beach, Kure Beach, and Wrightsville Beach
  • Assesses and accepts payment for permit fees and other service fees
  • Coordinates with utility agencies for the release of electrical power and other utilities

The Inspections and Review Services Team within the Building Safety Department:

  • Houses three Inspections Bureaus: Building Inspections, Mechanical & Plumbing Inspections, and Electrical Inspections
  • Reviews construction drawings and plans for compliance with the North Carolina State Building Codes
  • Fulfills inspection requests for building construction and structures, and the installations of electrical systems, mechanical systems, plumbing systems, and other building systems
  • Issues orders to correct building safety violations and uses the provisions in the North Carolina General Statutes to bring judicial actions against violations
  • Follows up on complaints received concerning unsafe buildings, structures, components of buildings, and building systems
  • Approves Certificates of Code Compliance and Certificates of Occupancy
